What Shibuya Ward has announced for Halloween 2026 (drinking ban, fines, closures) and which Tokyo clubs run Halloween nights on Saturday 31 October, with line-ups and prices.
Halloween 2026 falls on a Saturday for the first time since 2020, and Shibuya Ward has announced a new set of crowd measures with a larger patrol and a ban on street drinking. This post covers what those rules mean on the street, and which clubs in Shibuya, Shinjuku and Aoyama are running Halloween nights on Saturday 31 October 2026, with line-ups, entry prices and costume discounts.

Facts checked on 22 October 2026. Line-ups, prices, sold-out status and transport plans change, so confirm on the organiser page before you go.
Shibuya Ward is running a campaign under the slogan “GOODBYE BAD HALLOWEEN”, aimed at nuisance behaviour: street drinking, smoking, littering, noise and blocking the pavement for costume photos. SoraNews24 reports that crowds at Center Gai could peak at about 18,000, against 4,200 last year.
The street-drinking ban runs every night from 18:00 to 05:00. Tabimania Japan lists the covered areas as the Shibuya Station vicinity, Scramble Crossing, Center Gai, Dogenzaka, Miyashita Park and the area around the ward office. Drinking indoors in bars, izakayas and clubs is still allowed. On Halloween night the ward also asked 62 convenience stores, department stores and other retailers to stop selling alcohol in the same window.
Patrols grow from three teams of three people to five teams of seven, backed by police, 185 private security guards and 70 ward employees. Mayor Ken Hasebe has asked people to celebrate at events run by shopping streets, commercial facilities and clubs instead of on the street.
The Hachiko statue is hidden behind temporary fencing from 06:00 on Friday 30 October until 17:00 on Sunday 1 November. SoraNews24 also says the LUUP and Lime shared scooters are suspended around Shibuya Station from 17:00 on 30 October until 05:00 on 31 October. That window ends before Saturday night itself, so check Shibuya Ward’s notice for the final hours rather than relying on one report.
Tabimania Japan adds that Shibuya Ward’s position is that Shibuya is not a venue for Halloween events, and that wearing a costume is legal but large props and anything that blocks foot traffic can draw police attention.
Resident Advisor lists 38 Tokyo events for Saturday 31 October. These three have full details:
Other listed nights include Yodo Groove Halloween Fes in Ikebukuro, advertised as limited to 500 people with Ken Ishii, DJ RINOKA and Remo-con, and an Emo Night Halloween at Club Asia from 22:30 to 05:00 at ¥3,300. The Club Asia page gives conflicting line-up information, so treat that bill as unconfirmed.
All three clubs list a 20+ age limit. VENT states that a physical photo ID is required (photos or copies are not accepted) and that sandals are not allowed. Costume discounts at Womb and ZEROTOKYO depend on door staff, so full-body costumes are the safest option. Nightlife Tokyo’s Halloween guide advises arriving after midnight for club events and says Womb’s Halloween nights tend to sell out weeks ahead; it gives no 2026 dates for that claim, so confirm availability on the ticket pages.

No. Street drinking is banned in the Shibuya Station area from 18:00 to 05:00, and retailers have been asked not to sell alcohol in that window on Halloween night. Drinking inside bars, izakayas and clubs is allowed.
Yes, according to Tabimania Japan, but large props, revealing outfits and anything that blocks foot traffic can draw police attention.
The Womb, ZEROTOKYO and VENT listings on Resident Advisor all state 20+. VENT also asks for physical photo ID.
